It makes perfect sense. How does it not make sense? And it can be a question when the tone falls, for instance when people trail off like what was happening here. So uh... I don't think you're right.

Yes and no. The hiragana particle 'は' reads 'ha', but by itself can also be used as a subject particle: it indicates that boku ('I') is the subject of the sentence. ONLY when used as such is that character pronounced as 'wa'.
'ga' is also a particle, here for the object. It is always read and pronounced 'ga' however.

In short, it reads 'ha' in hiragana but is pronounced 'wa'. How one transcribes it into Romaji is entirely up to personal preferences I think; neither is wrong because its grammatical function is clear.

While ha is the correct spelling of the particle, nobody really writes "ha" for it.

The nickname of this series is "haganai", so "ha" is left as is.
PAnZuRiEL@hihi: Kodaka's father is informing him of something. There is simply no reason that he would ask a question like that, because nothing Kodaka has done would justify it. He doesn't trail off, and the prosody of the utterance makes it very clear that it's a statement. I think you'll find that "trailing off" and "making a statement" have very different prosody, in fact.

Romanization isn't the same as converting to romaji. For instance, the Japanese will sometimes use "c" for the hard "k" sound, while romanization systems never will. It's not unusual to see は as "ha" in romaji. I'll sometimes use the cover to Kugimiya Rie's "kokohadoko" album to see how comfortable people are with Japanese.
Kittyconsistency issues - if using American english, instead of british english, the line at 6:09 should start with Eons, not Aeons, as the brits would use.

Reinalthough both "ha" and "wa" are correct, one of the main purposes in romanization in our case would be so we can correct pronounce the title, so i think how it sounds "wa" is better than how it's written "ha", since the only way of getting others to understand the title with "ha", is if your going to type in out in japanese

on top of what i said last time, Aeons -> Eons, when using American English, it should probably read "Eons have passed since the last >time< we played a game" that, or just drop the word "the" if just going on her tone and way of speaking...
